StarCare is an organization that develops, manages, and provides oversight for a system of many service providers, each one offering a valuable service to our consumers. It is our goal to offer people with mental illness, intellectual disability, chemical dependency and HIV the opportunity to successfully achieve the outcomes they desire.

Mental Health Assistance
What is mental illness?
Mental illness is a medical disease that may disrupt a person’s thinking, feelings, moods, and ability to relate to others. These symptoms can be controlled through strategies which may include rehabilitative services and medical treatments.
Who is eligible to receive mental health services?
StarCare mental health programs serve people who have a diagnosis of severe and persistent mental illness. This "priority population" is served through guidelines set forth by the state of Texas. If a person meets the "priority population" as defined by the illness listed below, the level of services received will depend upon the individual’s level of need.

In what ways can StarCare Specialty Health System help?
StarCare Specialty Health System manages a network of services for people with mental illness. Screenings and assessments are free and available to everyone, and psychiatric care is available to individuals determined to be eligible. All individuals found eligible for services will be given a choice of providers, and be assisted by a service coordinator to develop a plan for services. Each person eligible is assigned either a service coordinator or case coordinator based on level of need.

What is substance abuse?
Substance abuse is the use of one or more drugs, including alcohol, which significantly and negatively impacts one of more major areas of life functioning.
Who is eligible to receive substance abuse services?
Eligibility for substance abuse services varies depending upon the funding source and program type. The determination of eligibility will be made by receiving an assessment.

StarCare Specialty Health System manages a network of services for people with a chemical dependency. Screenings and assessments are free and available to everyone, and treatment is available to individuals determined to be eligible. All individuals found eligible for services will be given a choice of providers within Region 1. These services help ensure that a person with a chemical dependency will be provided with the appropriate level of care through each stage of recovery.
